Well, the time delay switch on the front ought to be engaged (it's first on the bottom row of the 2 x 3 switches on the metal faceplate left to right). The switch next to it controls the delay length.
It should sound like it isn't there!
There is a difference between hearing and listening...

If your time delay switch is on as BillD says,
it's likely your bucket brigade delay line chip went bad.

This will happen if a voltage regulator goes bad.
