DTL-100 issues

I have a DTL-100 with a small issue. The CD tray will not function at all. When the open button is pressed, I am getting a minute amount of power to the motor. I am wondering if IC 401(OKI M6404A-42) is the culprit, or is there something on the main board to supply the power to the motor through that IC ? Does anyone have a parts unit collecting dust??? This is a really nice sounding player. And yes, it has a belt. Has anyone ever dealt with this type of issue before?

I have used PRBLine belts SCQ4.0 that seemed to be a really good match. I put a pair in mine and its now back to life.
Just a suggestion.

I have a 200 parts unit. Completely different beast.
