490t leaking caps??

I bought a second 490t and of course had to take the lids off and compare. After hearing about leaky caps on the sunfire amps I looked close and noticed on my original 490t there are some things (caps?) with a brown substance leaking out on to the board. Can a cdp have leaky caps? And while Im asking can a TFM-75 have leaky caps?

the brown you see may be glue. is this substance really stuck to the board?
as all the carver gear is 20yrs plus old, the electrolytic caps can leak or start to break down, which ones is hard to say.
I recapped my 75's power supply, not that I found any that had signs of leaking.

one of my 45 amps had one of the big power supply caps let go and a 15 had a few leakers

My original 490 board has the "stuff" on it. The new to me 490 is clean. Ill get some pics up maybe tonight.

Any electrolytic cap can and will leak given enough time.
